In your example, an adult would receive a developer account and the minor would do the work of the application. Later, when the minor is 18, they can get their own account and transfer apps from the adult`s developer account to their own account. If not, use this email address to sign up, then continue with the agreements, taxes and banking module. There should be a blue button with the registration request, and you can accept the agreement from there. I do not see that a paid contract is mandatory in your example.
